Indian River County Comprehensive Impact Fee Studies

Benesch has been working with Indian River County to provide impact fee planning and study services since the late 1990s. Over the years, we’ve updated the County’s Fair Share Roadway Impact Fee Ordinance, as well as impact fees for transportation, corrections, law enforcement, EMS, public buildings, solid waste, libraries, parks and schools. The County has also successfully adopted Benesch’s Affordable Growth Strategy, which includes a reduced fee schedule for non-residential development.
Since 2000, the County has averaged annual population growth of 1.6%. Indian River is projected to grow at approximately 1.1% annually through 2040.
The County has successfully used both property and sales tax initiatives to fund capital needs created by growth.
The County’s most recent impact fee update followed the passing of new state legislation which required new fee variables.
Benesch updated all impact fee variables to meet new state legislation using the most recent and localized data, supplemented by statewide cost databases when needed. We also prepared Affordable Growth calculations to address the County’s goal of supporting job-generating land uses while still having the necessary funding to provide high-quality services.
