Rail At-Grade Crossing Safety Program

The Georgia Department of Transportation (GDOT) Railroad Safety Team works to identify and eliminate hazards at highway-railroad grade crossings across the state. As part of this effort, Benesch was selected to support GDOT in designing safety improvements for all Norfolk Southern (NS) crossings in Georgia, which make up approximately 45% of the state’s total crossings.
This work is conducted under a three-year on-call contract and is part of GDOT’s federally funded Section 130 program. The program funds safety enhancements such as new or upgraded train-activated warning devices, signing and pavement marking upgrades, the removal of redundant crossings, and other measures to improve safety and operations.
Benesch is responsible for program management, ensuring Section 130 funds are used effectively by identifying and programming high-priority projects. The team oversees grade crossing safety improvements from conception to completion, ensuring compliance with GDOT’s Project Development Process. Additionally, Benesch updates the Federal Railroad Administration and GDOT grade crossing inventory systems, which are essential for identifying potential projects.
To support the GDOT Railroad Safety Team’s goals, Benesch conducts grade crossing safety assessments at multi-crash locations and along targeted corridors. The team also reviews all GDOT project plans involving grade crossings to address potential safety concerns.
Benesch prepares detailed improvement plans, including signage and pavement markings, relocation and crossing surface upgrades, general roadway and site improvement plans, right-of-way adjustments and traffic signal designs. Through this partnership, Benesch is helping GDOT enhance railroad safety and improve transportation infrastructure across Georgia.
